The Scottish Information Commissioner has published important new guidance explaining the practical effects for public authorities and applicants of the Opinion of the Court of Session in Glasgow City Council v Scottish Information Commissioner. The guidance provides practical advice on the interpretation of information requests, alongside the important duty to advise and assist applicants.

OFT consults on unenforceable credit agreements guidance
The OFT has published draft guidance for consumers and industry on the application of sections of the Consumer Credit Act 1974 (the CCA) that allow consumers to request information about their credit agreements. The OFT is consulting on guidance because of concerns that some debtors are being misled into thinking that these sections can be used to get their debts written off and that some creditors are not following legal obligations to provide information to customers.
 
 
 
 
Revised limits on payments under employment rights legislation
Limits on awards and payment made to workers in certain employment rights cases were revised from 1st February under the annual index-linked formula.
 
 
 
Renewal of control order legislation
The draft order to renew control orders legislation has been laid before Parliament by the Home Secretary. Control orders are an important tool to deal with suspected terrorists who cannot be prosecuted or deported.
 
 
 
FSA rules on sale-and-rent-back
The Financial Services Authority (FSA) has published new rules and guidance which put in place a strong framework of consumer protection for vulnerable consumers in the sale and rent back market.
 
 
New law to keep banned drivers off UK and Irish roads
As a result of a ground breaking agreement between the British, Irish and Northern Ireland Ministers, UK drivers disqualified for serious motoring offences in Ireland will no longer escape punishment when they return home. Similarly, disqualifications earned by Irish drivers while in the UK will be recognised and enforced when they return to Ireland.

The latest Bank of England mortgage data confirms the likelihood that there may have been a "bunching" of house purchase transactions in December to beat the stamp duty concession deadline.
